The absorption rate specific (SAR) is a measure of the amount of radiofrequency energy absorption by tissues. It is typically 1.6 watts per kilogram, calculated over one kilogram of tissue.

But, since 5g operates at higher frequencies this could be able to increase the intensity of energy on the skin and other exposed body areas. This can result in many potential harms, including exacerbated development of skin diseases like dermatitis, cancer of the skin and cataracts.

Because of the potentially severe effects of 5g radiation, PSU has chosen to create a general power density limit of 4 mW/cm2 based on the average over 1 cm2, but not to exceed 30 minutes for all 5G services running at 3000 GHz. This localized limit is consistent with the highest SAR that is spatially averaged at 1.6 W/kg averaged over 1 g of tissue at 6 GHz.

The FCC's Minimum Exposure Thresholds are based on numerous assumptions that are not supported by scientific evidence. This includes the false assumption that short-term exposures to RF radiation is safe due to the limited penetration into the body (i.e., tissue heating).

This assumption does not take into account the more extensive penetration of ELF elements of modulated radio signals and the effect of short bursts of heat caused by RF pulses. These assumptions do not correspond with current understanding of the biological effects of RF radiation. As such they shouldn't be considered for health protection exposure guidelines.

Furthermore, the ICNIRP and FCC limit their maximum exposure limits to local peak SARs based on the maximum frequency of absorption (psSAR) which is not a sufficient dosimetric tool to assess the amount of exposure to RF radiation. In particular it is inconclusive for frequencies above 6 GHz. In addition, psSAR is not been tested for RF radiation exposed to other environmental agents , such like sunlight. The interactions of RF radiation with other agents in the environment could cause synergistic or antagonistic results. This would result in an increased risk of negative health effects. For  cell phone radiation , exposure to RF radiation with sunlight may cause an increase in the incidence of developing skin cancer, and may also exacerbate other skin conditions like acne.
